Residents of Columbia have been working for over a year to address the threats to the Bill of Rights of the U.S. Constitution posed by the Patriot Act and related executive orders. We agree with the National League of Cities that a number of provisions in the USA Patriot Act threaten fundamental rights and civil liberties. The Patriot Act was passed with little consideration immediately after September 11, 2001. We care about the security of our country, but we believe that everyone in the United States has the right to be both safe and free.
We are also concerned that the budgets of municipal governments across our country are strained by federally mandated duties which remain un-funded and fall unfairly on city police departments, libraries, and other municipal divisions.
We proposed on March 16th 2005 to Columbia City Council that Columbia join the 371 United States cities and 4 states by passing a resolution to protect our fundamental rights.
