Will Congress  Assert the War Powers Act?

According to the War Powers Act of 1973, a President may deploy troops in hostilities for 60 days but must has must withdraw troops after 90 days without explicit authorization of Congress, who Constitutionally wield the power to declare war. Ninety days have passed since President Obama launched military intervention in Libya and there is still no Congressional authorization, rendering the US/NATO war in Libya illegal.  The Obama administration’s rational is that “it it not engaged in hostilities in Libya” which is so flimsy it borders on deliberate fabrication.  Historically, Presidents have ignored the War Powers Act: this is a prime opportunity to check the power of the President to launch military interventions by imperial fiat! As mounting civilian casualties from NATO bombing in Libya increasingly call the morality of the war into question, the dangers of unchecked military interventionism become clearer and clearer.
